Sheffield Wednesday Faces a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator David Kogan

Sheffield Wednesday's ongoing struggles are seen as a "significant problem" and the new football authority is seeking powers to look into club affairs in such situations, the recently named head the regulator has stated.

In a wide-ranging interview, the regulator, who was recently selected, showed understanding towards Wednesday's fanbase.

Kogan met with four fan organizations associated with the South Yorkshire club this week.

The team have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on multiple instances, including in September.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations referred to us if they need to be investigated and dealt with."

Economic Challenges and Ownership Situation

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in spring months caused limitations by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although the ban was rescinded in August.

Official's Viewpoint

The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The final option we would consider is begin intervening in an individual club, an particular chairman, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you review the record of football, over the last 20 or 30 years there have been some owners, not many, but certain individuals who have acted carelessly in the way which they've been managing their clubs and ultimately decline to assume obligation for the future."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the authority recently and insisted it was a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the Premier League.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in recent years.

The chairman provided financial support for government minister the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any sort of politics."
